After months of testing the local question and answer feature on desktop, it is finally available on desktop search. It came to mobile search back in August.
Google said on Twitter it is officially available for use on desktop search:
We're expanding Questions & Answers on Google My Business. Now, users and merchants can ask and respond to questions from their desktop, on mobile search, or on Android Google Maps.

I suspect this may have been why there was a bug with the Q&A feature last week but who knows.
Keep in mind, the question and answers might not be available for all local venues. Some are spam targets and were thus disabled.
