Google is offering very very basic tips on reconsideration requests this week, calling it the week of GoogleRecon. Yesterday's tip was pretty basic also, if you get slapped with a manual action, Google says you should use the resources they provide to help you fix the issue.
Google said on Google+ that they provide many resources to help you understand why a manual action has been taken on your website and what part of your site is affected. They include:
