Starting yesterday, Google announced on Google+ they will be offering tips on the Google+ Webmaster page tips around reconsideration requests, they are hashtagging this, #GoogleRecon.
Here is the first tip:
To see if you have a manual action, login to Google Webmaster Tools and click on your manual action viewer:

If you see that your site has a manual action, read the messages carefully before addressing the issues. Throughout this week, we will be sharing tips that can help you towards a successful reconsideration request.
