Google Anchor Sitelinks With HTML Entities

Kim Clinkunbroomer shared on Google + (link might not work for all) that some of the anchor sitelinks do allow for some HTML entities, at least for now - I am sure Google will disable them soon.

If you search for [dissertation help] one of the results shows:

If you look at the page, the anchor is stuck at the bottom of the page, making me believe this is some sort of test this site is running.

Google allowed HTML entities in AdWords Sitelinks a while ago but disabled them after they were abused. I am not sure how long this will last or if this is a fluke.
