Should Google Allow Publishers to Set Minimum CPM Rates?

A nice topic at DigitalPoint forums asking Should webmasters be allowed to set minimum CPM rates?

Most would love to be able to set their site's minimum CPM rate. However, most realize that this flexibility would never happen.

One member says;

it's their [Google] ads after all, and we're just hitchhiking on the wagon.
