I am seeing a huge number of YouTube creators complaining in the YouTube Help forums that their ability to live stream on the platform has been disabled. Google has confirmed there is an issue they are looking into fixing so they restore access to live streaming.
Marissa from Google said "Thanks everyone! We are aware of the issue and working on a fix. You can keep sharing URLs here and we will report them to the team. I will also update this thread once it is fixed."

This started happening about 16 hours ago and is still not resolved from what I can see.
Google is working on it, so I wouldn't panic. I just hope you didn't have a live stream scheduled during this issue.
