Google has now added phone numbers that hyperlink to Google Hangouts for voice dialing and calling.
If you search for your favorite place on Google Local, Google may show a big phone number, depending on your query. That phone number is hyperlinked to open using Google Hangouts and do phone dialing and voice over Hangouts.

When you click the phone number, it opens Google Hangouts in a new pop up window:
Then it asks you if you want to call and if there are costs associated with the call:
