Currently the disavow link tool is available in the old Google Search Console. It has not been migrated to the new version. John Mueller of Google was asked when it will be moved and he responded on Twitter "We don't have any plans announced for that yet."

Previously he said "AFAIK we're not removing that (at least not for the moment)." He did not comment specifically or drop any hints that this is going away or changing but who knows.

You can currently access this tool over here and it is designed for SEOs who think links are hurting their sites. It says "If you believe your site's ranking is being harmed by low-quality links you do not control, you can ask Google not to take them into account when assessing your site. You should still make every effort to clean up unnatural links pointing to your site. Simply disavowing them isn't enough."

Google launched this tool in 2012 after Bing first introduced it.

John isn't sure about what will happen - he sees both sides to keeping it or ditching it:
