No, Google Won't Send Manual Actions Notices For Penguin Penalties

I am sorry, I don't understand why people think that with the real time Penguin algorithm out now that people think that Google will send out manual actions when a site is hit by Penguin.

As we covered many times, the difference between algorithms and manual actions is that one is machine driven and the other is human driven (for the most part).

So since Penguin, real time or not, is algorithmic, Google will not issue manual action notices or notices at all, for these penalties.

I do want Google to build an automated action viewer to notify webmasters of algorithmic issues - but they said no.
