Mike Blumenthal, a local SEO expect, is at the Google PE Summit and he was told by the Google local team that there are bugs with the local Q&A feature where the Q&As are erratically showing and not showing.
Mike posted this on Twitter saying "Google Q&A Update: in meetings with Google today and they have confirmed that there are technical issues at play in the erratic showing and not of Q&A."
Earlier in the day Mike shared a screenshot of his inbox blowing up with Q&A emails:

Looks like fun! I guess the Google My Business team has a lot on its plate.
