Do Effective & Efficient Web Sites Really Need SEO?

Pedro Dias, a former Googler, posted on Twitter this line "Doing SEO means either the website, or the search engine, or both, are not dealing effectively--and, to some extent, efficiently--with the web as they should." In which, Gary Illyes from Google responded "Or both are doing well, but the website owner is talked into something they don't actually need."

How should I read into the response from Gary Illyes from Google?

Do web sites that are effective and efficient with the web really need SEO? What does it mean to be effective and efficient with the web?

How should I read into this and interpret this or should I just leave it as is and you guys can do that yourself?

Are SEOs needed for really solid web sites?
