Just overheard Jed Nahum from MSN Search trying to pick up a beta tester for its contextual advertising program - picking up a publisher for the program. That is all I know right now.
Why Did I post this? I have no relationship with MSN, they are the only major engine that I have nothing to do with. So with them, I have no obligation to them, like I do with Google, Yahoo, and Ask.

Awesome, i cannot wait till MSN Contextual Ads are live, i love google but we do need competition

The MSN AdCenter service is currently open for all advertisers who wish to reach Microsoft's audiences (namely through MSN Search). This being said, apart from a select group of publishers that have been contacted (by MSN, as you've hinted), it's impossible for all others to sign-up to start displaying their pay-per-click ads in their pages. If anything, the MSN AdCenter initiative is further proof that the pay-per-click advertising model is here to stay... "Microsoft way"!
