Microsoft is targeting Google is a marketing campaign for Apple Safari users and others to switch to Bing from Google because of privacy reasons. The campaign can be found at bing.com/privacy-protection and it says that "Google hit with record $22.5 millon penalty for improperly tracking Safari users." It then goes on to explain how it happened.

Microsoft says:

If you are a Safari user, Google may have recently tracked you even though it promised it would not. Want to do something about it? Stop searching with Google and start searching with Bing. Better yet, make Bing your homepage and start every search with Bing.

I am not sure how Microsoft is or will target Apple Safari users with this campaign? But it is a pretty serious ad campaign that might concern many Apple and even non Apple users.
