We know Google decided to halt the release of Penguin 4.0 until after the holidays. We also know that Google is confident Penguin is good to be released this month, in January but Gary Illyes from Google is reiterating that Google won't release it until it is a 100% ready.
Gary Illyes responded to @elkeesmedia on Twitter saying he has no release date for the Penguin 4.0 algorithm. He did says "the penguins are getting closer to freedom," implying we are almost there. He later explained "I realize that's not what you were looking for, but we can't release something we haven't tested extensively."
