A sigh of relief swept through the SEO community yesterday (sounds like something I'd read in a book) when Google announced the change of address tool is now part of the settings section of the new Google Search Console.
Google posted on Twitter the news that this tool is now available in the new Search Console. Google wrote " in Search Console: a new interface for "Change of Address". Let us know when you're moving a domain or subdomain 🚚 🚚 🚚, and we'll guide you through the process. Check it out."

Back in May, some thought the tool was going away but clearly now we know it is not.
It has the new fresh look of the new Search Console.
