Google has said for years that linking out has no impact on your rankings and SEO. So here is a reminder, linking out is not an SEO ranking factor.

John Mueller said so this morning on Twitter again:

There were some third-party studies that said linking out does benefit your rankings but Google still says no.

At the same time, there is no penalty for not linking out. At the same time, it might make Googlers angry when you don't link out but again no penalty. There is a deep fear about linking out every since we see all these link penalties.
