Google has confirmed that there are several members who have Google AdWords Prepay Accounts that are offline and are not performing at all.

This issue is being addressed as a high priority by engineering, and I suspect that it will be resolved shortly.
It's been two days and there are no additional reports nor any updates about the problem being fixed.
