There are dozens of reports in the Google Webmaster Help forums that the submit URL to Google via the Fetch as Googlebot feature is not working.
I tested it myself and it is indeed not working.
When I navigate to the "Fetch As Googlebot" under the "Diagnostics" section. I then fetch a URL and it works. After you fetch the URL Google often lets you submit it to the index. When you try that, it returns an error that reads, "There was an error processing your request."

I am not sure how used this feature is, but John Mueller from Google said:
The team is currently working on that and hoping to have it resolved in the near future.
The issue was first reported last Thursday.

I hope their crawler submits the links to index using the error logs after the issue is fixed.

I have resubmitted my sitemap but only 13 from 64 pages are indexed now.It was indexed 64 before.

Looks like maybe a time delay. I successfully submitted every other request, then waited a bit, then went back to re-submit more. One more went ok, then the next one failed. I would guess it is in a busy state and cannot take another submission. If this is found true, it might be a better message to display "submit busy, please try again later"

Yeah, the problem is still ongoing. It gave me a fright, as I'd thought my site had a problem!
