BMW German Back in the Index: But Still Cloaking

I guess BMW isn't that poor, after being Delisted for "Poor Man" Cloaking last night, Matt Cutts let them back in. This was obviously just a slap on the wrist to BMW. But does this do the public any good?

(1) They learned that cloaking and going against Google's TOS is a no no.
(2) They saw what can happen if you do so (delisted)
(3) But look how quickly they got back in

But in the real world, most sites that are delisted for cloaking take forever to get back in.

But wait just a second, as a WebmasterWorld post shows they are still at it. A search on bmw neuwagen shows a cache link of a page that looks like this, but takes you afterwards to http://www.bmw.de/de/produkte/automobiles/index.html after the cache page redirects you automatically.
