Google My Business can sometimes transfer your business reviews when you move, set up a new office, change names or whatever. But that is currently not possible. A Local Search Forum thread has the local SEO folks saying Google is unable to do it right now.
Rich Owings asked Google about it and the Google My Business team told him "Due to a technical issue, we are unable to transfer the reviews for now. Our engineers are working on the issue, but they don’t have an estimate for when the issue will be resolved. Once the issue is fixed, we'll troubleshoot further."
It still is not working as far as I can tell. The issue started sometime back in July or earlier and as of this week, Google said it is still not working. aputtock posted this update from Google:
