It looks like the folks at Google My Business are testing and maybe rolling out yet another new design for the Google My Business console. The new design lets you update the cover photo easily, the new navigation at the top and up-selling G-Suite services.

I think I've seen others post about this recently as well, and if you sent it my way, sorry for not covering it until now. I am not sure if this is rolling out or just being tested.
Joy Hawkins responded "I feel like they really don't need to redesign the dashboard twice a year."
Google has many issues with spam on Google My Business, it is not clear how a redesign here will help with that.
