Big news for SEOs who use Bing Webmaster Tools is that they have just added the links reports back to the tool. To access it, you need Siliverlight and to login to Bing Webmaster Tools. Then you have to verify your site, then click on Index and then on Links on the left.
In July Bing revamped their webmaster tools and dropped the link reports. Then in October they demoed the new link reports but didn't say when it would go live. About two and a half months later, we got them!

David Felstead the Senior Development Lead at Bing Webmaster Tools announced this in a Bing Help thread yesterday, he said:
We've re-launched the inbound links feature, you can now see inlinks for your sites under the "Index" tab in the "Links" subsection.
I huge hat tip to @suzukik for giving me the heads up.

Great job of Bing recognizing the industry is in need of a Links tool. Hopefully they will understand we need to tool that is accurate and reliable unlike Google's tools, and one that will not restrict the amount of links returned such as Yahoo's tool did. That will make for a rocking tool in my opinion.
