It is just about 1 year and 9 months, over 90 weeks, almost 21 months, since Google ran the last Penguin update, aka Penguin 3.0. We've been hearing promises for months and months now that they will run it but the days come and go without any Penguin droppings.
Just a week ago, Google confirmed Penguin 4.0 has not launched yet, despite what some may have thought. So we sit and wait.
There is a thread at Google Webmaster Help that is pretty heated on the topic of will it run again and should it. Most feel it will run again but many do not and I don't blame them for thinking that.
