Google Testing A New Home Service Ad Without Location?

Pete Meyers posted on Twitter a screen shot of what looks like a new format for the Google home service ads.

Instead of a local listing, it seems Google here doesn't know the location of the searcher and thus gives them a box to enter their zip code and the type of electrical job they are looking for.

I assume once you plug in those variables it gives you actual results, such as:

Personally, even in incognito, I cannot bring up what Pete Meyers showed above.
