Google seems to have dropped many of the carousel lists for those "best" or "top" style queries. Not all, but many. For example, we reported that Google showed best seo companies carousel a few months ago and now it is gone.
Some of those carousels are gone and some of the carousels are now featured snippets in the form of list views. For example, a search for [best actors ever] use to show this carousel:
Now the carousel shows a featured snippet with this list view:
There are many many cases of where the carousel is either gone or replaced by a list view. Some carousels still work for me, such as the one for top websites.
Google may be messing around with these carousels and tweaking them to not show specific lists when it shows Google may vouch for one company or person over the next.
