A month ago, Pete Meyers from Moz asked if featured snippets are on other Google search results outside of the US. Gary Illyes from Google responded on Twitter saying he believes it is only available in about 10 additional locales.

Yesterday, RankRanger reported that Google has just expanded showing featured snippets to several more European countries including France, Belgium, Sweden, Denmark, Norway, Germany, and the Netherlands.

I did email Google to confirm what Gary said above, but did not hear back yet.
