Joy Hawkins posted a screen shot on Twitter of mobile Chrome giving her the option of making a web page mobile friendly when it is not. She when to an article and at the bottom of the Chrome browser on her Android device it said "make page mobile-friendly."

Now, I cannot replicate this on the iOS version of Chrome. I tried, go to irs.gov, which is not mobile friendly and you won't get this option.
Google has tested in the past various methods to make non mobile friendly pages faster and easier to read.
