Google AdSense Testing Plain Text Units?

Bill Atchison, aka incrediBILL, an administrator at the WebmasterWorld forums, posted a thread at WebmasterWorld asking if some premium publishers are allowed to bypass the normal JavaScript based ad code and use HTML based ad code on their site?

He said "when using Firefox, I keep seeing the following javascript code dump on pages, from many different sites, which appears to be AdSense for Premium Publishers." He is asking why is this the case?

He shared the snippet of code in the thread, here is a screen capture of part of it:

Personally, I have not been able to replicate this. But the question again, why?
